Did I get it right that you really made 3 different characters so you could pick the one with best perception?

I'm pretty sure vision, hearing, and smell is affected by the current room and weather. I don't believe it is random, since it would be most likely tied to the perception stat.

Hearing and smell appear to be affected by room terrain, at least.
Politicians are wise and benevolent and will gladly sacrifice themselves for the common good. Anyone who implies that there might exist dishonest politicians is obviously a terrorist who should be locked up indefinitely without a trial.
