Eagles and beasts

For everyone who used to (ab)use the ancient bugs of the eagle and the beast
call:

You can hopefully no longer call two eagles or two beasts at once.
You can no longer magically tell if the call succeeded by calling again and
seeing if it works since failed calls will also count for the timeout.
