Retirement

The Valar have decreed that, from now on, mortals must have reached the
seventh age bracket (see HELP AGE) before they are allowed to retire
(see HELP RETIREMENT). They must also pay a contribution of at least
1000 gold coins (3000 for Elves; 2000 for Half-elves, Dwarves, Orcs
and Trolls).

This is because of the significant investments required to renovate
the Halls of Awaiting, and to prevent overcrowding.
